In short
A Sacco core banking system is the central software that keeps every member's accounts, savings, shares and loans, and records every transaction in the Sacco's books. In Kenya it usually covers two sides of the Sacco: BOSA (Back Office Service Activity), which handles share capital, non-withdrawable deposits and loans, and FOSA (Front Office Service Activity), which offers bank-like services such as withdrawable savings, salary processing and cash transactions. A good system links both to M-Pesa, the general ledger and regulatory reporting.
What a core banking system does
Core banking is the part of the Sacco's software that holds the official record of every member and every shilling. When a member deposits, borrows, repays or withdraws, the core banking system updates the member's account and posts the matching entries to the general ledger at the same moment.
Everything else, such as the member portal, mobile app, M-Pesa integration and reports, reads from and writes to this core. If the core is accurate, the reports, statements and regulatory returns built on it are accurate too.
BOSA: the traditional Sacco
BOSA stands for Back Office Service Activity. It is the original Sacco model: members save regularly, build up share capital and non-withdrawable deposits, and borrow against those savings, usually guaranteed by other members.
- Share capital: each member's ownership stake in the Sacco.
- Non-withdrawable deposits: regular savings that secure the member's borrowing and are refunded when the member leaves.
- BOSA loans: development, school fees, emergency and other loan products, typically limited to a multiple of the member's deposits.
- Guarantors: other members who pledge their deposits to secure a loan.
- Dividends on shares and interest on deposits, calculated at the end of the financial year.
FOSA: bank-like services
FOSA stands for Front Office Service Activity. It lets a Sacco offer day-to-day services similar to a bank. In Kenya, Saccos that take withdrawable deposits through FOSA are deposit-taking Saccos and must be licensed by SASRA.
- Withdrawable savings and current accounts.
- Salary processing, where members' salaries are paid into their FOSA account.
- Cash deposits and withdrawals at the counter or through agents.
- Short-term FOSA loans and salary advances.
- Fixed deposits.
- ATM, mobile and M-Pesa access to accounts.
Why FOSA and BOSA must share one system
Many Saccos run both sides. When FOSA and BOSA are in separate systems, staff have to move money between them by hand, reconcile two sets of books, and check a member's position in two places before approving a loan.
With one core banking system, a member has one profile with all their accounts. A salary can land in FOSA and automatically pay the BOSA loan and monthly deposit, and the general ledger always shows the whole Sacco.
Modules a Sacco core banking system should have
- Membership and KYC: registration, documents, next of kin and nominees.
- Savings, deposits and shares, with interest and dividend calculation.
- Loans: products, appraisal, guarantors, CRB checks, disbursement, schedules, arrears and recovery.
- FOSA accounts: withdrawable savings, salary processing, fixed deposits and teller operations.
- General ledger and accounting: automatic posting, trial balance, income statement and balance sheet.
- M-Pesa integration: Paybill and Till deposits, STK Push and B2C disbursements with automatic reconciliation.
- Check-off: employer deduction schedules and remittance reconciliation.
- Reporting: management, board, member statements and SASRA returns.
- Member channels: self-service portal, mobile app or USSD, and SMS alerts.
- Security and audit trail: user roles, approvals and a record of every change.
How one transaction flows through the system
Take a member who pays KES 5,000 to the Sacco's Paybill using their member number. The M-Pesa integration receives the payment and passes it to the core banking system, which finds the member and applies the money according to the Sacco's rules, for example the monthly loan repayment first, then deposits and shares.
At the same moment the system posts the matching entries to the general ledger, updates the member's balances, and sends the member an SMS confirmation. No one has to download a statement or post the payment by hand, and the day's M-Pesa total matches the books.
Core banking system or ERP?
Some vendors sell a Sacco ERP: core banking plus wider business functions such as HR, payroll, procurement and fixed assets. Larger Saccos with many staff and branches may need these. Smaller Saccos usually get more value from a focused core banking system that does member accounts, loans, accounting and reporting very well, and connects to separate payroll or HR tools if needed.
What to look for when choosing one
- FOSA and BOSA in one system, with one profile per member.
- Real M-Pesa integration with automatic posting, not manual uploads.
- SASRA returns generated from live data, if you are regulated.
- A general ledger that posts automatically from every transaction.
- Cloud hosting with encryption and daily backups, or a clear plan for your own servers.
- A proven data migration process and training for all staff.
- Local support that responds quickly when something goes wrong.
Frequently asked questions
What is a Sacco core banking system?
It is the central software that holds every member's accounts, savings, shares and loans, and records every transaction in the Sacco's general ledger. Other tools such as the member portal, M-Pesa integration and reports all depend on it.
What is the difference between FOSA and BOSA?
BOSA (Back Office Service Activity) covers share capital, non-withdrawable deposits and loans secured by members' savings. FOSA (Front Office Service Activity) offers bank-like services such as withdrawable savings, salary processing, cash transactions and short-term loans.
Does a Sacco need a SASRA licence to run FOSA?
Saccos that take withdrawable deposits through FOSA are deposit-taking Saccos and must be licensed and supervised by SASRA.
Does SaccoWorks support both FOSA and BOSA?
Yes. SaccoWorks runs FOSA and BOSA in one cloud system, with M-Pesa integration, automatic general ledger posting, check-off and SASRA reporting.
